GS(NP) 94: Letter to the Chairman of the Committee from the Counter Proliferation Department, Foreign and Commonwealth Office

In the FCO's briefing to the Foreign Affairs Select Committee on the Biological Weapons Convention (FAC Non-Proliferation Enquiry 2009) we stated that the UK as one of the three depositories of the Convention played an active role in promoting the universality of the BTWC. Last year the Foreign and Commonwealth Office commissioned a project named "Universalisation of the Biological and Toxin Weapons Convention (BWC): Surveying Why Have States Not Joined the Convention". A Non Government Organisation (NGO), the BioWeapons Prevention Project, undertook the project. The aim amongst others was to promote the universalisation of the Biological Weapons Convention.

Their report has now been published. I enclose a copy of the report which I hope your committee will find useful.[1]
