5 Administrative and Office Expenditure
(AOE)
5.1. Administrative and Office Expenditure should
meet the cost of facilities, equipment, supplies and services
which Members incur in discharging parliamentary duties. It may
only be used to meet the following costs:
- Accommodation
for office or surgery use or for occasional meetings;
- Equipment
and supplies for the office or surgery;
- Work
commissioned and bought-in services;
- Certain
travel costs not met out of travel expenditure. (5 July 2001;

5.2. Up to 10% of the AOE payable to a Member in
any allowances year may be anticipated in the previous allowances
year or carried forward to the subsequent allowances year, subject
to detailed rules issued under the authority of the House of Commons
Members Estimate Committee. (MEC, 9 February 2004)
5.3. The AOE should be uprated annually in line with
the percentage increase (if any) by which the retail prices index
for the previous December has increased compared with the index
for the December before that. (5 July 2001; MEC,

5.4. Entitlement to AOE may be transferred for use
as Staffing Expenditure or Communications Expenditure. (MEC,
