Amendments to motions
18. Mr Dismore, via the Liaison Committee, originally
asked us to consider the tabling of amendments to bills on Report
stage. Circumstances also arise not infrequently where select
committees may wish to table amendments to bills in Committee
of the whole House or to motions; for example, decisions on proposals
to change standing orders or to institute new procedures for the
House. If the House were to agree to allow select committees
to table amendments to bills, we see no reason not to extend the
same principle to motions. We therefore conclude that amendments
to motions should be accepted onto the order paper when tabled
by a chairman on behalf of his select committee on the same basis
as select committee amendments proposed to bills.
