I am writing in response to the request for written submissions on the subject of Timetabling of Business in the House of Commons.
The programming of bills does significantly stifle debate and the fact that a bill that is seen as popular is given more time than a bill that may be unpopular is unacceptable. Generally more time is needed for debate and I certainly think that a general debate on third reading, given more time that one hour is a good idea.
As an Independent MP and back bencher I have suggested in previous evidence that although it is highly unlikely that I would be placed on a public bill, if any Member has particular experience or expertise in a bill they should be given the opportunity to give evidence to the committee, either in writing or verbally.
There should be much wider participation of Members, not just the selected few, on Public Bills with more debate time and access to the relevant Departments for those Members who do not have the same resources as the Main Parties.
More use should be made of time restrictions on speeches in debate in the Chamber, possibly a maximum of 20 minutes and consideration should be given to time limits for front bench speeches also.
