  Q116 Chairman: Good morning, Mr Lotinga. As you know, this Committee has been asked by the House to investigate the leak of a DCMS draft Report. Before we come to the conclusions we want to talk to those who had been involved and we would like to put some questions to you. Was it at your request that you obtained the papers which were intended for the use of the CMS Committee members, or were they offered to you?

  Mr Lotinga: I did not request the papers at any point, no.

  Q117  Chairman: Sorry?

  Mr Lotinga: I did not request the papers at any point, no, and I do not believe they were offered to me. I think they were just sent on to me automatically.

  Q118  Chairman: So you were the passive recipient of the documents?

  Mr Lotinga: I never had a discussion about why documents were coming or asked them to be sent to me.

  Q119  Chairman: How often did you get these sorts of papers?

  Mr Lotinga: Knowing that the Committee would want to talk to me about this, I went through my records to have a look and I believe there were around 10 occasions, which I can provide to the Committee, on which I received documentation from the Select Committee.
