INTRODUCTION
1. This memorandum reports my conclusions on
two complaints I have received against the Rt Hon Jacqui Smith
(the Member for Redditch). The first is that she wrongly identified
her London residence as her main home for the purposes of the
claims she made against her parliamentary allowances for her home
in her Redditch constituency. The second is that she claimed against
the Additional Costs Allowance (ACA) for films, the cost of which
was not permitted under the rules of the House.
2. The two complaints are about entirely separate
matters, but both relate to aspects of Ms Smith's use of Parliamentary
allowances. I have therefore decided to submit a single memorandum
covering my inquiries into both.
