To move the following Clause:—

 

‘(1)    

Schedule 1 of the Utilities Act 2000 is amended as follows.

 

(2)    

In sub-paragraph 1(1), insert “lay” before “chairman”.

 

(3)    

In sub-paragraph 1(2), after “member”, insert “ and shall ensure that the majority

 

of members appointed are lay persons”.

 

(4)    

After sub-paragraph (1), insert—

 

“1(1A)  

In this Schedule a reference to “ lay” is a reference to a person who has

 

been independent from the energy industry, the Government and civil

 

service interaction with the energy sector for a period of at least five

 

years.”’.

Page  4,  line  17  [Clause  4],  at end insert—

 

‘(2A)    

An electricity supply levy will not be charged in respect of supplies of electricity,

To move the following Clause:—

 

‘The Secretary of State shall by regulations set down the period of notice which

 

a suppliers must give to their customers of changes in their tarrifs before a change

 

in tariffs can be made.’.

To move the following Clause:—

 

‘(1)    

Within one year of the passing of this Act, the Secretary of State will present to

 

Parliament a plan for improving the energy efficiency of homes.

 

(2)    

A plan under subsection (1) shall have as its aim to bring every home, as far as is

 

practicably possible, and where there is the consent of the owner and the occupier,

 

up to an energy efficiency standard of 81 on the Standard Assessment Procedure.

 

(3)    

A plan under subsection (1) shall be implemented, as far as is practicable, within

 

10 years of its original publication.’.
