These VAT/PAYE data under-estimate the number of businesses in the smaller employment size categories, since they exclude those businesses that are not employers or are too small to register for VAT.

To ask the Minister of State, Department for Business, Innovation and Skills how many and what proportion of businesses were registered for VAT in (a) rural areas, (b) urban areas and (c) nationally on each year since 1997; and how many businesses were de-registered for VAT in each case in each such year. Ms Rosie Winterton:
Estimates of the number and proportions of annual VAT registrations, de-registrations and the total number of VAT registered(1) businesses (stock) at the start of each year (1997-2007) in the UK, is shown in Table 1.
Additional information is also provided showing the number of annual registrations, de-registrations and the total number of VAT registered businesses by urban/rural area(2) at the start of each year (1997 to 2007) and shown in Table 2.
The total stock of VAT registered businesses in the UK increased by 396,000 (24 per cent.) between 1997 and 2008.

(2) Figures were taken from the inter departmental business register (IDBR) produced by the Office for National Statistics. They are not directly comparable with those shown in Table 1.
