4 Crime and Security Bill (Programme)

Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the Crime and Security Bill:

Committal

1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 23 February 2010.

3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed._(Mr Dave Watts.)

5 Crime and Security Bill (Money)

Queen's Recommendation signified.

Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the Crime and Security Bill, it is expedient to authorise the payment out of money provided by Parliament of_

(1) any expenditure incurred by the Secretary of State by virtue of the Act, and

(2) any increase attributable to the Act in the sums payable under any other Act out of money so provided._(Mr Dave Watts.)

6 Statutory Instruments: Motions for Approval

(1) Motion made and Question put forthwith (Standing Order No. 118(6)), That the draft Pharmacy Order 2010, which was laid before this House on 11 November, in the previous Session of Parliament, be approved._(Mr Dave Watts.)

7 Section 5 of the European Communities (Amendment) Act 1993

Motion made, That, for the purposes of its approval under section 5 of the European Communities (Amendment) Act 1993, the Government's assessment as set out in the Pre-Budget Report 2009 shall be treated as if it were an instrument subject to the provisions of Standing Order No. 118 (Delegated Legislation Committees)._(Mr Dave Watts.)

12 European Committee B in respect of Unnumbered Explanatory Memorandum dated 2 November 2009, relating to the Establishment of the European Union Police Mission in Afghanistan

Mr Nigel Evans (Chairman) reported the following Resolution:

That the Committee takes note of an unnumbered explanatory memorandum dated 2 November 2009 from the Foreign and Commonwealth Office on the Council Joint Action amending Joint Action 2007/369/CFSP on the establishment of the European Union Police Mission in Afghanistan; and agrees with the Government that the mission is now making an important contribution to the international effort to reform the Afghan National Police.
