FUND
I enclose copies of the Strategic Programme
Fund (SPF) Annual Report 2007-08,[5]
highlighting the SPF's achievements in its first year. The programme
followed from the Global Opportunities Fund (GOF), which was reshaped
and refocused on the four new policy goals following our Strategy
Refresh in 2007.
The Fund is a key tool in delivering our Departmental
Strategic Objectives. Posts are encouraged to work up large, high
impact, multi-year projects that can bring about transformational
change and to measure the results as far as possible. Projects
are fully integrated into the Country Business Planning process
to ensure the right focus in each country.
I would like to get this report to Parliament more
promptly in the future, and am taking steps to ensure that the
2008-09 report is published in October 2009.
The current report will also be placed in the
Library of the House and on the FCO website.
