Many thanks for your letter, and I plan to circulate
it to my colleagues in the Shadow Cabinet, to remind them of this
facility to table short explanatory statements, and to see whether
they would like to make better use of the opportunity that this
provides.
Coming to this afresh, my view is that the facility
should be extended to the floor of the House for the benefit of
those Members who haven't served on the Public Bill stage, and
I am writing to Sir Michael Spicer to see whether this is a subject
which the Executive of the 1922 Comittee might reflect on.
