WAYS AND MEANS: Adjourned debate on Question [22 June].

1.   Capital gains tax (rates)
 
   That provision may be made in relation to the rates at which capital gains tax is charged.—(Mr Chancellor of the Exchequer).
   The remaining Motions, numbered 2 to 7, and that relating to Procedure (Future Taxation) are to be moved at the conclusion of the Budget Debate after the decision on the Motion before the House. They will be decided without debate (Standing Order No. 51(3)).
2.   Value added tax (rate and supplementary charge)
 
   That provision may be made for and in connection with increasing the standard rate of value added tax.
   As an Amendment to Mr Chancellor of the Exchequer’s proposed Motion (Value added tax (rate and supplementary charge)):

   Line 2, at end add ‘subject to Her Majesty’s Government having conducted an assessment of the impact of the increases it proposes upon business, charities and households across the income and age groups; and that the report of this assessment be laid before the House for debate.’.
 
   That provision may be made for and in connection with increasing the rates of insurance premium tax.
 
   That provision may be made about registered pension schemes.
 
   That provision may be made about expenses and allowances paid to members of the House of Commons and other representatives.
 
   That provision may be made amending sections 311, 312 and 599A of the Corporation Tax Act 2009.
 
   That provision (including provision having retrospective effect) may be made about insurance companies.
 
   PROCEDURE (FUTURE TAXATION): That, notwithstanding anything to the contrary in the practice of the House relating to the matters that may be included in Finance Bills, any Finance Bill of the present Session may contain provision taking effect in a future year reducing the rate of corporation tax for the financial year 2011 on profits other than ring fence profits.
3.   Insurance premium tax (rates)
 
   That provision may be made for and in connection with increasing the rates of insurance premium tax.
4.   Pensions
 
   That provision may be made about registered pension schemes.
5.   Income tax: expenses and allowances of MPs etc
 
   That provision may be made about expenses and allowances paid to members of the House of Commons and other representatives.
6.   Amounts not fully recognised for accounting purposes
 
   That provision may be made amending sections 311, 312 and 599A of the Corporation Tax Act 2009.
7.   Insurance companies
 
   That provision (including provision having retrospective effect) may be made about insurance companies.
 
Debate may continue until 10.00 pm.
   A Bill is to be brought in upon the foregoing Resolutions if they are agreed to by the House.
