FINANCE BILL: Second Reading.

   That this House declines to give a second reading to the Finance Bill because it fails to devolve any fiscal powers to Scotland; does not commit to implementing the recommendation of the Independent Commission for Funding and Finance for Wales of a ‘Barnett floor’ for Wales to prevent further convergence; fails to provide fuel price stability to families and businesses and fails to address the specific problem of the high cost of fuel in remote and rural areas; fails to provide tax fairness to those on low and modest incomes by increasing value added tax (VAT), which is a regressive tax, and fails to recognise that an additional VAT burden will be felt most deeply by those who will see their tax credits removed, reductions to their disability-related benefits and severe cuts to their housing benefit entitlement; fails to equip the UK video games sector with a tax regime with which to compete against other low-tax jurisdictions; fails to provide effective mechanisms to tackle climate change through the continued restrictions on the use of the Fossil Fuel Levy; and risks recovery from this recession by increasing tax and cutting private consumption from the economy.
