The provisions of this section shall not come into effect until the Minister has laid

 

a report of an inquiry into the relationship between the health in pregnancy grant

 

and poor levels of maternal nutrition (including an analysis of possible links to

 

mental illness and educational underachievement), and the overall impact on the

 

cost to the taxpayer, and the House of Commons has come to a Resolution on a

 

Motion in the name of a Minister of the Crown approving the report.

 

(4)    

The report provided for in subsection (3) must be laid before Parliament on or

 

before 30th June 2011.’.
