To move the following Clause:—

 

‘Before abolishing the health in pregnancy grant the Treasury must, by June

 

2011—

 

(a)    

consult the medical profession and relevant NGOs about the relationship

 

between the poverty of women and low birthweight; and

 

(b)    

publish an estimate of the costs of low birthweight and related illnesses

 

of children, including mental illness and cerebral palsy, to the National

 

Health Service and the economy at large.’.

 


 

Review of impact on poverty, savings and maternal health

‘(1)    

The Treasury shall undertake by 3rd January 2014 a formal review of sections 1,

 

2 and 3 of this Act and the Child Trust Funds (Amendment No. 3) Regulations

 

2010 with a view to establishing the impact on poverty, savings and maternal

To move the following Clause:—

 

‘(1)    

This section applies to any child in England, Wales, Scotland and Northern

 

Ireland who—

 

(a)    

enters local authority care on or after the date of commencement of this

 

section under section 20 or section 31 of the Children Act 1989, section

 

17 of the Children (Scotland) Act 1995, or the Children (Northern

 

Ireland) Order 1995, and

 

(b)    

remains in care for a minimum of 13 weeks.

 

(2)    

The local authority with responsibility for any child who is an eligible child under

 

subsection (1) must—

 

(a)    

at the earliest opportunity notify Her Majesty’s Revenue and Customs of

 

that child’s name, date of birth and address, and

 

(b)    

notify Her Majesty’s Revenue and Customs if that child, or a child who

 

entered such care before the date of commencement of this section and

 

who has a child trust fund, remains in local authority care for a minimum

 

of 26 weeks in—

 

(i)    

the 12 months following the date he or she became eligible under

 

subsection (1) or, in the case of a child who entered such care

 

before the commencement of this section and who has a child

 

trust fund, the 12 months following the date of commencement

 

of this section, and

 

(ii)    

any subsequent period of 12 months until that child reaches the

 

age of 18.

 

(3)    

On receipt of notification from a local authority under subsection (2)(a) Her

 

Majesty’s Revenue and Customs must, subject to the provisions of subsection

 

(6)—

 

(a)    

open a tax free savings account in the name of that child, unless that child

 

already has such an account, and

 

(b)    

make such an opening payment into that account as would have been

 

made into a child trust fund as at 1 April 2010.

 

(4)    

On receipt of notification from a local authority under subsection (2)(b) Her

 

Majesty’s Revenue and Customs must make such a top-up payment as would

have been made into a child trust fund as at 1 April 2010 into a tax free savings

 

account in the name of that child.

 

(5)    

Nothing in this section prevents a local authority or any other individual or

 

organisation from making further contributions to the tax free account of a

 

looked-after child.

 

(6)    

No child who is eligible for a child trust fund under the Child Trust Funds Act

 

2004 shall be eligible for payments under subsection (3).

 

(7)    

The provisions of this section shall come into force on such day as the Secretary

 

of State may by order appoint.’.
