Annual Report by HM Treasury

To move the following Clause:—

‘Her Majesty’s Treasury shall, following Royal Assent, determine and publish

the total budget of the scheme and provide an annual report to Parliament which

will set out—

(a)	the total sum of business expenditure saved under the secondary

contributions holiday for each of the years of the scheme’s operation;

(b)	by constituency—

(i)	the number of businesses availing themselves of the secondary

contributions holiday;

(ii)	the number of employees designated qualifying employees

under the scheme; and

(iii)

the total expenditure saved by businesses under the scheme,

(c)	an assessment of whether the scheme should be reapplied by employment

sector rather than geographical region.’.

Publication of employment impact model

‘Her Majesty’s Treasury shall publish in the House of Commons Library the

complete model used by Her Majesty’s Treasury for the purposes of calculating

the employment impact of National Insurance and taxation measures.’.

Uprating of threshold

‘Her Majesty’s Treasury shall publish at the 2011 Budget a report outlining the

impact of changing the indexation and uprating of the National Insurance

Index.’.

Publicity and promotion of the Secondary Contributions Holiday

‘Her Majesty’s Treasury will ensure that all HMRC literature, websites,

publications and correspondence relevant for new businesses contains website

links to information relating to Part 2 of this Act for the duration of the scheme.’.

HMRC staffing

‘HMRC will ensure that the staff dedicated to the administration of Part 2 of this

Act are additional employees and not taken from other tasks necessary for the

continuation of the other functions of HMRC.’.

Consideration of extension of scheme to contain existing businesses

‘The Treasury shall, by a date no later than six months after Royal Assent, review

the operation of the regional holiday scheme under Part 2 of this Act to assess if

it should apply to existing businesses employing—

(a)	less than 20 employees, or

(b)	having a turnover of less than £500,000 per annum.’.

That the following provisions shall apply to the National Insurance Contributions Bill:

Committal

1.	The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

2.	Proceedings in the Public Bill Committee shall (so far as not previously

concluded) be brought to a conclusion on Thursday 9 December 2010.

3.	The Public Bill Committee shall have leave to sit twice on the first day on

which it meets.

Consideration and Third Reading

4.	Proceedings on consideration shall (so far as not previously concluded) be

brought to a conclusion one hour before the moment of interruption on the

day on which those proceedings are commenced.

5.	Proceedings on Third Reading shall (so far as not previously concluded) be

brought to a conclusion at the moment of interruption on that day.

6.	Standing Order No. 83B (Programming committees) shall not apply to

proceedings on consideration and Third Reading.

Other proceedings

7.	Any other proceedings on the Bill (including any proceedings on

consideration of Lords Amendments or on any further messages from the

Lords) may be programmed.

Order of the Committee [7 December 2010]

That—

(1)	the Committee shall (in addition to its first meeting at 1.00 pm on Thursday

2 December) meet—

(a)	at 10.30 am and 4.00 pm on Tuesday 7 December;

(b)	at 9.00 am and 1.00 pm on Thursday 9 December;

(2)	the Committee shall hear evidence in accordance with the following table:
