Explanatory Notes
INTRODUCTION
1. These explanatory notes relate to the Lords Amendment to the Identity Documents Bill, as brought from the House of Lords on 24 November 2010. They have been prepared by the Home Office in order to assist the reader of the Bill and the Lords Amendment and to help inform debate on the Lords Amendment. They do not form part of the Bill and have not been endorsed by Parliament.
2. These notes, like the Lords Amendment itself, refer to HL Bill 19, the Bill as first printed for the Lords.
3. The Lords Amendment was not in the name of the Minister and was opposed by the Government.
COMMENTARY ON Lords amendment
4. The amendment would confer on identity card holders the option of seeking a refund of the cost of the card (£30), subject to arrangements put in place by the Secretary of State.
FINANCIAL EFFECTS OF THE LORDS AMENDMENT
5. The cost of providing a refund would be up to £0.4 million.
