alcohol) the Court, in determining whether special reasons exist for the

 

purposes of subsection (1) above, shall be entitled to take in into account

 

both the locus of the offence and the address upon the vehicle registration

 

certificate in respect of the motor vehicle referred to in section 5(1)(a) of

 

the Road Traffic Act 1988.”.’.
