Clause  10,  page  9,  line  38,  at end insert—

‘(1A)

The duty in subsection (1) shall include a discretionary power for a responsible

authority to give special constables upfront and ongoing exemptions from

Council Tax, at any level from 0 per cent. to 100 per cent.’.
