Member for Witham (Priti Patel) on 21 March 2011. The European Court of Human Rights has published non-statutory guidance on the Equality Act 2010 for service providers. It would not normally be lawful for a business to offer discounts based on the protected characteristic of race, which includes nationality and ethnic or national origins.
