Could you please take into consideration the following written evidence with regards to the Police Reform and Social Responsibility Bill.

Section 102 talks of suspending a premises licence/club premises certificate for failing to pay the annual fee. The section does not indicate how this will impact on matters such as a transfer. Would the fee need to be paid before a transfer could be accepted? The issue of Licensing Authority finance is somewhat difficult at the moment due to the fact that there has not been an increase in fees since 2005.
