The problem with the replacement of Police Authorities by Police and Crime Commissioners (PCCs) is that one person cannot adequately represent all the areas of the Police sub region. The proposal confuses the role and function of a Chief Executive with an elected supervisor. If you seriously want to improve the accountability of the Police to the Public then create a board-in West Yorkshire it should be a single person for each met district. The Supervisory Board should have the power to appoint and remove the CC (plus Officers at ACC upwards).
