The idea of charging pubs a levy for opening after midnight is surely just a underhand way of introducing a new tax? The powers-that-be have more than enough legislation to stop trouble making pubs/clubs as it is. Why punish an already suffering trade with extra expense if they have nothing to do with, or are nowhere near any trouble? Or is the Government not capable of thinking of a new approach, just tax, tax and more tax?
