The New Local Enterprise Partnerships: An Initial Assessment - Business, Innovation and Skills Committee Contents

Written evidence from VASTO

  We are extremely disappointed that the guidance on the setting up of Local Enterprise Partnerships (LEPs) from the Department for Business, Innovation and Skills and the Department for Communities and Local Government makes no mention of voluntary/third sector involvement. We feel this is a serious oversight as the not for profit sector is a vital component of the local and national economy. It is critical to sustainable economic development and regeneration.

  Nationally the sector is not only a large employer, it is also a substantial economic player.

  For example here in North Staffordshire our sector has:

    — over 6,800 paid staff;

    — an annual turnover of over £100 million;

    — over 2,200 voluntary and community organisations; and

    — over 17,000 volunteers.

  At minimum wage level volunteers contribute over £5 billion to the local economy.

  Locally the third sector is the second largest employer after the public sector. Furthermore it is larger thus more of an economic force than tourism, ceramics and agricultural sectors.

  Thus the voluntary/third sector must be represented on LEPs, as without this a significant cog in the economic revival will be missing.

  I urge you to please review the guidance and ensure that the sector is not overlooked.
