  A major cause of the current flooding is due to the increase in surface water run-off that has occurred over many years. The Rivers are only able to take "Greenfield Run-off". Therefore all future developments (whether Brownfield or Greenfield Site) should only be permitted to discharge at "Greenfield Run-off Rate" (not "existing" rate). This is the only way to "reduce" current flooding in the long term.
