Dear Sirs

A major cause of the current flooding is due to the increase in surface water run-off that has occurred over many years. The Rivers are only able to take 'Greenfield Run-off'. Therefore all future developments (whether Brownfield or Greenfield Site) should only be permitted to discharge at 'Greenfield Run-off Rate' (not 'existing' rate). This is the only way to 'reduce' current flooding in the long term.
