Thank you for the opportunity to comment on the proposed
successor arrangements to ESDA (where I have served via the Commons
since 2007, have now remained in the Delegation as a Peer, and
am currently a full member of the Defence Committee, and an alternate
for Technology & Aerospace).
While I shall leave others to comment in detail,
may I make these two short points of principle:
1. It is essential that any successor respects
the intergovernmental
nature of the arrangements, involving as they do non-EU Members,
(and also non-members of ESDA who are EU Members). In brief, the
European Parliament does not "fit the bill" for scrutiny.
2. Whatever arrangements emerge, it is imperative
that the dedicated and high quality WEU staff are treated correctly,
in accordance with prior understandings and French employment
procedures.
