CLARIFICATION IN RELATION TO THE WRITTEN SUBMISSION "SUPPORT FOR LOCAL POLICING"—DISTINCTIONS BETWEEN OPTIONS 1 AND 2

Many characteristics are the same for both models and stem from the fact that both are supported by charging. That would lead to a radically different relationship with the service from that which we have at present.

The difference between the two options is in accountability. While both models have accountability (in one sense) to forces through charging, the further accountability to the owner is different: forces/commissioners or the Secretary of State. That leads to differences in who bears the risks, and to some extent in the nature of risk (forces might not be so concerned about an organisation owned by the Home Secretary losing business if they buy elsewhere; only the locally owned model has the risk of the Service not agreeing a mandate). And the two options would have a different feel or ethos in the organisation.

There are then relatively minor differences, for example the legal form, composition of the Board, and the extent and nature of controls over borrowing.
