26.  Letter to the Commissioner from Ms Alison Seabeck MP, 2 February 2011

Thank you for your further letter dated 31 January 2011. I am sorry if I was not clear in my previous letters on the issue of the advice given and my interpretation of it. I thought I had already made clear I did not judge that it was necessary on the basis of [the Registrar]'s advice to make a declaration at the start of the debate and as she comments that I should have done it "at least at the time of intervention" I assume accepts that there is an element of doubt about whether a declaration at the start of the debate was really necessary. I did not feel that the reference in the intervention required a declaration for all the reasons given in my earlier letters and do not feel that there is anything further that I can add on this point.

As I have already said, I would clearly welcome your advice on the other related concerns I have raised on this matter.
