Draft Report (Transport and the economy),
proposed by the Chair, brought up and read.
Ordered, That the draft
Report be read a second time, paragraph by paragraph.
Paragraphs 1 to 30 read and agreed to.
Paragraph 31 read.
Amendment proposed, in line 24, to leave out from
"transport is" to end, and insert "intended to
stimulate economic activity, the Government must state clearly
who will bear the cost of that transport investment. The Government
must ensure that where it approves transport schemes designed
to stimulate economic growth and rebalance the economy it states
clearly not just the benefits of the proposal, but also the foreseeable
costs and their consequences. For major schemes that the Government
is promoting itself, such as HS2, it must elaborate clearly the
economic mechanisms by which the claimed benefits will be delivered."(Steve
