  You have to pay still to go under the Mersey from Birkenhead to Liverpool. I would bet that this charge was just to pay for the construction initially. Provided the cost is "reasonable" then continued charges to pay for maintenance would seem sensible. I would suggest that £2 for a car and £5 for a lorry would be acceptable. The Mersey Tunnel accepts money thrown into a basket, so is not very labour intensive. It might be worth looking at what goes for those of us who live at the Northern end of the principality in determining a final decision on charges for those who travel to England from the South and back.
