3 Fixed-Term Parliaments Bill: Second Reading

The Deputy Prime Minister signified Queen’s consent, as far as Her Majesty’s prerogative was concerned.

Motion made and Question put, That the Fixed-Term Parliaments Bill be now read a second time.

The House divided.

Noes: 23 (Tellers: Mr George Howarth, Mr Christopher Chope).

4 Fixed-Term Parliaments Bill (Programme)

Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the Fixed-term Parliaments Bill:

Committal

1. The Bill shall be committed to a Committee of the whole House.

Proceedings in Committee

2. Proceedings in Committee of the whole House shall be completed in two days.

3. The proceedings shall be taken in the following order: Clauses 1 to 4; the Schedule; Clause 5; new Clauses; new Schedules; remaining proceedings on the Bill.

4. The proceedings shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the second day.

5. Standing Order No. 83B (Programming committees) shall not apply to the proceedings on the Bill in Committee of the whole House.

Consideration and Third Reading

6. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

7. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

8. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

9. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.-(Angela Watkinson.)

5 Business of the House

6 Intelligence and Security Committee

Resolved, That Hazel Blears, Sir Menzies Campbell, Mr Mark Field, Paul Goggins, Mr George Howarth, Dr Julian Lewis and Sir Malcolm Rifkind be recommended to the Prime Minister for appointment to the Intelligence and Security Committee under section 10 of the Intelligence Services Act 1994.-(Angela Watkinson, on behalf of the Committee of Selection.)

7 Public Petitions

A Public Petition from people of Bromsgrove relating to Bromsgrove Railway Station was presented and read by Sajid Javid.

A Public Petition from residents of North Kent relating to Dartford Crossing was presented and read by Gareth Johnson.
