4 Terrorist Asset-Freezing Etc. Bill [Lords] (Programme)

Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the Terrorist Asset-Freezing etc. Bill [Lords]:

Committal

1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 25 November 2010.

3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

7. Any other proceedings on the Bill (including any proceedings on consideration of any message from the Lords) may be programmed.-(Angela Watkinson.)

5 Terrorist Asset-Freezing Etc. Bill [Lords] (Money)

Queen’s Recommendation signified.

Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the Terrorist Asset-Freezing etc. Bill [Lords], it is expedient to authorise-

(1) the payment out of money provided by Parliament of any expenses incurred by the Treasury or any other Minister of the Crown in consequence of the Act; and

(2) the making of payments into the Consolidated Fund.-(Angela Watkinson.)

6 Sports Grounds Safety Authority Bill (Money)

Queen’s Recommendation signified.

Resolved, That, for the purposes of any Act resulting from the Sports Grounds Safety Authority Bill, it is expedient to authorise the payment out of money provided by Parliament of any expenditure incurred by the Secretary of State by virtue of the Act.-(Hugh Robertson.)

7 Statutory Instruments: Motion for Approval

10 European Committee B in respect of Unnumbered Explanatory Memoranda dated 2 June 2010 and 29 September 2010, relating to Council Decision amending and extending Joint Action 2008/124/CFSP on the European Union Rule of Law Mission in Kosovo

Mr Charles Walker (Chair) reported the following Resolution:

That the Committee takes note of the unnumbered Explanatory Memoranda, dated 2 June 2010 and 29 September 2010, from the Foreign and Commonwealth Office on two Council Decisions amending and extending Joint Action 2008/124/CFSP on the European Union Rule of Law Mission in Kosovo (EULEX); and agrees with the Government that the mission is making an important contribution to improving the rule of law in Kosovo.

The Speaker appoints the Chair of General Committees and members of Programming Sub-Committees, and allocates Statutory Instruments to Delegated Legislation Committees.
