Safe Standing (Football Stadia): Motion for leave to bring in a Bill (Standing Order No. 23)
Ordered, That leave be given to bring in a Bill to give all football clubs the freedom to build, or maintain existing, safe standing sections in their stadia if they choose; to establish minimum safety criteria that must be met for standing sections in football stadia; and for connected purposes;
That Mr Don Foster, Andrew Percy, Nic Dakin, Greg Mulholland, Mr John Leech, Mr Mike Hancock, Bob Russell, Mr Roger Godsiff and Kate Hoey present the Bill.

European Union Bill: Second Reading
Secretary William Hague signified Queen’s consent, as far as Her Majesty’s prerogative was concerned.
Motion made and Question proposed, That the European Union Bill be now read a second time.
Amendment moved, to leave out from ‘That’ to the end of the Question and add ‘this House declines to give a second reading to the European Union Bill on the grounds that, while the principle of referendums on significant constitutional and monetary changes is appropriate, the Bill is a flawed measure which would confuse the important issues at stake and make vital constitutional issues justiciable by the courts rather than resolved under the sovereignty of Parliament.’.-(Yvette Cooper.)

European Union Bill (Money)
Queen’s recommendation signified.
Motion made and Question put forthwith (Standing Order No. 52), That, for the purposes of any Act resulting from the European Union Bill, it is expedient to authorise-
(1) the payment out of money provided by Parliament of any increase attributable to the Act in the sums payable under any other Act out of money so provided, and
(2) the payment out of the Consolidated Fund of any increase attributable to the Act in the sums to be charged on and paid out of that Fund under any other Act.-(James Duddridge.)
