Thomas Docherty proposed that the House should debate the proposed closure of RAF bases (Standing Order No. 24).

4 Banking and Financial Services (Community Investment): Motion for leave to bring in a Bill (Standing Order No. 23)

Ordered, That leave be given to bring in a Bill to make provision for a voluntary mechanism through which banks, building societies and other providers of financial services can support community projects through reinvestment of part of their profits and assistance in kind; and for connected purposes;

10 Identity Documents Bill: Consideration of Lords Amendment

The Deputy Speaker informed the House that the Speaker was satisfied that the Lords Amendment imposed a charge upon the public revenue which was not authorised by Resolution of the House; and accordingly, in accordance with paragraph (3) of Standing Order No. 78 (Lords amendments), the Lords Amendment was deemed to be disagreed to.

Ordered, That a Committee be appointed to draw up Reasons to be assigned to the Lords for disagreeing to their Amendment.

That Damian Green, James Duddridge, Mr Gerry Sutcliffe, Mark Tami and Dr Julian Huppert be members of the Committee.

That Damian Green be the Chair of the Committee.

That three be the quorum of the Committee.

12 Corporate Governance in Financial Institutions and Remuneration Policies

Motion made and Question put forthwith (Standing Order No. 119(11)), That this House takes note of European Union Document No. 10823/10 and Addendum relating to a Green Paper on corporate governance in financial institutions and remuneration policies; and supports the Government’s approach to work closely with the European Commission to deliver a strong, principles-based framework for financial sector corporate governance.-(Mr Shailesh Vara.)

Damian Green reported from the Committee appointed to draw up Reasons to be assigned to the Lords for disagreeing to their Amendment to the Identity Documents Bill, That it had drawn up the following Reason, which it had directed him to report to the House:

The Commons disagree to the Lords Amendment for the following Reason:

Because it would impose a charge on the public revenue, and the Commons do not offer any further Reason, trusting that this Reason may be deemed sufficient.

The Reason was agreed to.
