1 REFORM OF THE CAP

That the Committee takes note of European Union Documents No. 15396/11, relating to a draft Regulation establishing rules for direct payments for farmers under support schemes within the framework of the Common Agricultural Policy, No. 15425/11, relating to a draft Regulation on support for rural development by the European Agricultural Fund for Rural Development, and No. 15688/11, relating to a Commission Staff Working Paper: Executive Summary of the Impact Assessment-Common Agricultural Policy Towards 2020; and supports the Government’s view that fundamental change to much of the Commission’s regulatory proposals is required to deliver the legislative basis necessary to support an innovative, competitive and market-orientated farming industry, genuine additional environmental, biodiversity and climate change benefits and strong, viable rural communities in a sufficiently simple manner to allow effective implementation by paying agencies and farmers [47th Report of Session 2010-12, HC 428-xlii, Chapters 1, 2 and 3].
European Union Document No. 15397/1/11 (33458), a draft regulation on establishing a common organisation of the markets in agricultural products, is relevant.

2 ENERGY EFFICIENCY

That the Committee takes note of European Union Document No. 12046/11, relating to a draft Directive on energy efficiency and repealing Directives 2004/8/EC and 2006/32/EC; and supports the Government’s view in welcoming the overall level of ambition of the Directive, whilst rejecting unnecessary levels of prescription, and seeking full compatibility with key United Kingdom policies [48th Report of Session 2010-12, HC 428-xliii, Chapter 1].

3 SAFETY OF OFFSHORE OIL AND GAS ACTIVITIES

2 EU ACCOUNTING REQUIREMENTS
Mr Edward Davey
That the Committee takes note of European Union Document No. 16250/11 and Addenda 1 to 4, relating to a draft Directive on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings; supports the Government’s aim to reduce administrative burdens, particularly on small companies, through the harmonisation and simplification of requirements, including those for micro-businesses; and, as an aid to this, supports, within the scope of the proposal, increasing relevant thresholds whilst resisting harmonisation in areas that will increase administrative burdens on small business; and further supports, within the scope of the proposal, the Government’s aim of aligning the wording of new requirements for transparency in the reporting of payments to governments by companies engaged in the extractives sector (oil, gas and mining industries) with similar requirements which apply in the United States of America [50th Report of Session 2010-12, HC 428-xlv, Chapter 2].
