Secretary Eric Pickles, supported by the Prime Minister, the Deputy Prime Minister, Secretary Caroline Spelman, Secretary Jeremy Hunt, Francis Maude, Mr Oliver Letwin, Mr Nick Hurd, Greg Clark, Andrew Stunell and Robert Neill, presented a Bill to make provision about the functions and procedures of local and certain other authorities; to make provision about the functions of the Local Commission for Administration in England; to enable the recovery of financial sanctions imposed by the Court of Justice of the European Union on the United Kingdom from local and public authorities; to make provision about local government finance; to make provision about town and country planning, the Community Infrastructure Levy and the authorisation of nationally significant infrastructure projects; to make provision about social and other housing; to make provision about regeneration in London; and for connected purposes.
Bill read the first time; to be read a second time tomorrow, and to be printed (Bill 126) with Explanatory Notes (Bill 126–EN).
4 Police Reform and Social Responsibility Bill: Second Reading
Motion made and Question proposed, That the Police Reform and Social Responsibility Bill be now read a second time.
Amendment moved, to leave out from ‘That’ to the end of the Question and add ‘this House declines to give a Second Reading to the Police Reform and Social Responsibility Bill because it introduces an expensive set of reforms which will do nothing to bring the police closer to the communities they serve; because it risks a single elected politician remote from the frontline overruling operational policing decisions, thus ending one hundred and seventy years of tradition of police independence from politicians; because it gives insufficient attention to the risks of police force collaboration being undermined by the creation of individually elected police commissioners; and because the Government has indicated that it will implement this expensive and disruptive reform in the same year as the Government is making the biggest annual cut to police funding as set out in the Spending Review.’.-(Ed Balls.)

5 Police Reform and Social Responsibility Bill (Programme)
Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the Police Reform and Social Responsibility Bill:
Committal
1. The Bill shall be committed to a Public Bill Committee.
Proceedings in Public Bill Committee
2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 17 February 2011.
3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading
4. Proceedings on Consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.
5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.
6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on Consideration and Third Reading.

6 Police Reform and Social Responsibility Bill (Money)
Queen’s Recommendation signified.
Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the Police Reform and Social Responsibility Bill, it is expedient to authorise-
(1) the payment out of money provided by Parliament of-
(a) any expenditure incurred under or by virtue of the Act by a Minister of the Crown, and
(b) any increase attributable to the Act in the sums payable under or by virtue of any other Act out of money so provided, and
(2) the payment out of the Consolidated Fund of expenditure of the Secretary of State in making payments to returning officers for charges in respect of services rendered, or expenses incurred, by such officers for or in connection with elections of police and crime commissioners.-(Angela Watkinson.)
