4 Health and Social Care Bill (Programme)

Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the Health and Social Care Bill:

Committal

1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 31 March 2011.

3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on Consideration and Third Reading shall be completed in two days.

5. Proceedings on Consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the second day.

6. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

7. Standing Order No. 83B (Programming committees) shall not apply to proceedings on Consideration and Third Reading.

Other proceedings

8. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.-(Bill Wiggin.)

5 Health and Social Care Bill (Money)

Queen’s Recommendation signified.

Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the Health and Social Care Bill, it is expedient to authorise the payment out of money provided by Parliament of-

(1) any expenditure incurred by virtue of the Act by the Secretary of State, and

(2) any increase attributable to the Act in the sums payable under any other Act out of money so provided.-(Bill Wiggin.)

6 Health and Social Care Bill (Ways and Means)

Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the Health and Social Care Bill, it is expedient to authorise-

(1) the imposition of charges in connection with the functions of the Secretary of State relating to public health,

(2) the imposition of charges on providers and commissioners of certain health care services in connection with the functions of Monitor relating to securing the continued provision of those services, and

(3) the payment of sums into the Consolidated Fund.-(Bill Wiggin.)

7 Statutory Instruments: Motion for Approval

12 European Committee A in respect of European Union Document No. 15277/10, relating to a report from the Commission to the European Parliament and the Council on animal cloning for food production

Annette Brooke (Chair) reported the following Resolution:

That the Committee takes note of European Union Document No. 15277/10, a report from the Commission to the European Parliament and the Council on animal cloning for food production; and supports the Government’s view that a ban or temporary suspension on cloning, the use of clones and the marketing of food from clones is disproportionate in terms of food safety and animal welfare.
