5 Rights and Protection of Victims
Resolved, That this House takes note of European Union Documents No. 10610/11 and Addenda 1 and 2 relating to the Draft Directive establishing minimum standards on the rights, support and protection of victims of crime, No. 10613/11 and Addenda 1 and 2 relating to the Draft Regulation on mutual recognition of protection measures in civil matters, No. 10612/11 and Addenda 1 and 2 relating to a Commission Communication-strengthening victims’ rights in the EU and the unnumbered Explanatory Memorandum dated 16 May 2011 relating to a Council Resolution on a Roadmap for strengthening the rights and protection of victims, in particular in criminal proceedings; and welcomes the opportunity to consider views on whether the UK should opt in to the draft Directive establishing minimum standards on the rights, support and protection of victims and the Draft Regulation on mutual recognition of protection measures in civil matters.-(Secretary Kenneth Clarke.)
6 European Union Bill (Reasons Committee)
David Lidington (Chair) reported from the Committee appointed to draw up Reasons to be assigned to the Lords for disagreeing to their Amendments to the European Union Bill, That it had drawn up the following Reasons, which it had directed him to report to the House:
The Commons disagree to Lords Amendments Nos. 3 and 5 for the following Reason:
Because the outcome of the referendum should be determined by those who vote in it and should not depend on how many do not vote.
The Reason was agreed to.
The Commons disagree to Lords Amendments Nos. 6 to 13 for the following Reason:
Because the decisions concerned would involve an increase in the competences or powers of the European Union in relation to the United Kingdom and should therefore require approval by referendum as well as by Act.

Because Part 1 and Schedule 1 are not provisions to which it is appropriate to apply a sunset provision.

8 Draft Financial Services Bill (Joint Committee)
Motion made, That this House concurs with the Lords Message of 21 June, that it is expedient that a Joint Committee of Lords and Commons be appointed to consider the draft Financial Services Bill presented to both Houses on 16 June (Cm 8083).
That a Select Committee of six Members be appointed to join with the Committee appointed by the Lords to consider the draft Financial Services Bill presented to both Houses on 16 June (Cm 8083).
That the Committee should report on the draft Bill by 1 December 2011.
That the Committee shall have power-
(i) to send for persons, papers and records;
(ii) to sit notwithstanding any adjournment of the House;
(iii) to report from time to time;
(iv) to appoint specialist advisers; and
(v) to adjourn from place to place within the United Kingdom.
That Mr Nicholas Brown, Mr David Laws, Mr Peter Lilley, David Mowat, Mr George Mudie and Mr David Ruffley be members of the Committee.-(Mr Shailesh Vara.)

Miss Anne McIntosh (Chair) reported the following Resolution:
That the Committee takes note of European Union Documents No. 11491/11 relating to a Commission communication on concluding the first European Semester of economic policy coordination, No. 11196/11 relating to a Draft Council Recommendation on the UK’s National Reform Programme 2011 and a Council opinion on its updated Convergence Programme for 2011–2014, and No. SEC(2011)736 relating to a Commission Staff Working Document on the assessment of the UK’s 2011 National Reform Programme and Convergence Programme; welcomes the Commission’s support for the Government’s efforts to reduce the deficit, which is consistent with the conclusions reached by the IMF and the OECD in their recent reviews of the UK economy; welcomes the conclusion of the first European Semester but note the Government’s maintenance of the scrutiny reserve at Council and European Council as part of its concerns about a timetable which has not permitted proper Parliamentary scrutiny; welcomes the Government’s intention to press for more timely publication of these documents in future; and welcomes the Government’s policy of securing assurances that the UK cannot be subject to sanctions in respect of the Stability and Growth Pact under existing Treaty provisions on proposed new legislation on economic governance.
