(1) Hand-Held Electronic Devices in the Chamber
Motion made and Question proposed, That this House notes the Third Report from the Procedure Committee on Use of hand-held electronic devices in the Chamber and committees, HC 889; and resolves that hand-held devices (not laptops) may be used in the Chamber, provided that they are silent, and used in a way that does not impair decorum, that Members making speeches in the Chamber or in committee may refer to electronic devices in place of paper speaking notes and that electronic devices, including laptops, may be used silently in committee meetings, including select committees.-(Mr Greg Knight.)
Amendment moved, in line 3, to leave out from ‘Chamber’ to the end of the Question and add ‘to a minimal extent, silently and with decorum, to receive and send urgent messages, as a substitute for paper speaking notes and to refer to documents for use in debates, but not for any other purpose.’.-(Mr James Gray.)

Resolved, That this House notes the recommendations relating to explanatory statements on amendments to bills contained in paragraphs 31 and 32 of the Second Report from the Procedure Committee on Improving the effectiveness of parliamentary scrutiny, HC 800; and invites the Leader of the House and the Procedure Committee to put in place a pilot scheme to implement these proposals in respect of one or more bills before the end of the next session.-(Mr Greg Knight.)

Title amended as follows: A bill to make provision about legal aid; to make further provision about funding legal services; to make provision about costs and other amounts awarded in civil and criminal proceedings; to make provision about sentencing offenders, including provision about release on licence or otherwise; to make provision about bail and about remand otherwise than on bail; to make provision about the employment, payment and transfer of persons detained in prisons and other institutions; to make provision about penalty notices for disorderly behaviour and cautions; and to create new offences of threatening with a weapon in public or on school premises and of causing serious injury by dangerous driving.
