Measuring progress
1. We
recommend that in future Annual Reports Channel 4 disclose its
investment in key public service genres and the hours of first-run
originations on each individual digital channel. We also urge
Channel 4 to investigate what additional detail on first-run originations
and public service delivery it can provide without disclosing
commercially sensitive material. (Paragraph 9)
Future targets
2. We
recognise that Channel 4 faces a considerable challenge to make
available sufficient funds to maintain current levels of public
service content. However, we urge Channel 4 to be more transparent
when articulating its future public service content-related investment
targets. (Paragraph 10)

recognise that Channel 4 has a remit to take risks and push the
boundaries of taste, and would not wish to constrain this ability.
However, when it is found to have gone too far, it is important
that Channel 4 makesand is seen to makea full apology.
