Draft Local Audit Bill ad hoc CommitteeMemorandum submitted by Cllr Francis Burkit of South Cambridgeshire District Council

Dear Sir/Madam

I am a South Cambridgeshire District Councillor, and Chairman of our Corporate Governance Committee, which serves as our audit committee.

I would like to object to the concept of an Audit Panel, and suggest that you delete it.

I see no need for it—we are perfectly willing, able and competent to procure and appoint our auditors ourselves.

I also believe that it will be incredibly hard to find panel members—it’s not exactly going to be the most exciting job, is it?—and would introduce an unnecessary complexity, bureaucracy and cost.

I believe that its use (if there is any, which I doubt) is disproportionate to its cost and bureaucracy (which are certain), and therefore ask you to delete the entire concept.

Please trust Councils to appoint our own auditors ourselves. That’s what Localism is all about!
