5.6 Despite the challenges and shortcomings of the existing target-based approach, the development of a new set of goals would run the risk of undermining the progress made against the existing targets. A recent report by RESULTS US, for example, highlighted the World Bank’s failure to stick to its pledge to disburse $750 million for education. There is concern among observers that this indicates that decisionmakers are satisfied with progress made, and are now turning their attention to new challenges without ensuring that investments to date have ensured good quality, accessible education that benefits all children, including disabled children.
