Committal
(1) The Bill shall be committed to a Public Bill Committee.
Proceedings in Public Bill Committee
(2) Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 11 July 2013.
(3) The Public Bill Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading
(4) Proceedings on Consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.
(5) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.
(6) Standing Order No. 83B (Programming committees) shall not apply to proceedings on Consideration and Third Reading.

PENSIONS BILL: MONEY

That, for the purposes of any Act resulting from the Pensions Bill, it is expedient to authorise the payment out of money provided by Parliament of:
(1) any expenditure incurred under or by virtue of the Act by the Secretary of State; and
(2) any increase attributable to the Act in the sums payable under any other Act out of money so provided.

(1) the imposition of charges to income tax in respect of benefits payable under or by virtue of the Act;
(2) the levying of charges under the Pension Schemes Act 1993 for the purpose of meeting expenditure of the Secretary of State under or by virtue of the Act;
(3) the imposition of levies under or by virtue of the Pensions Act 2004 in respect of past periods;
(4) the imposition of levies under or by virtue of the Companies (Audit, Investigations and Community Enterprise) Act 2004 towards the expenses of grant-aided bodies concerned with preparing guidance for pensions illustrations; and
(5) the payment of sums into the Consolidated Fund.

That this House takes note of European Union Document No. 15396/11, a draft Regulation establishing rules for direct payments to farmers under support schemes within the framework of the Common Agricultural Policy, No. 15425/11, a draft Regulation on support for rural development by the European Agricultural Fund for Rural Development (EAFRD), No. 15397/11, relating to a draft Regulation on establishing a common organisation of the markets in agricultural products (Single CMO Regulation), and No. 15426/11, a draft Regulation on the financing, management and monitoring of the Common Agricultural Policy; and supports the Government’s continuing efforts to amend these proposals in order to secure better value for money for the taxpayer and establish a greener, simpler CAP that enables the development of an innovative, competitive and market-orientated farming industry and thriving rural communities.

That this House takes note of European Union Document No. 7648/13, a Commission Communication on preparing for the 2014 European elections and enhancing their democratic and efficient conduct, and No. 7650/13, a Commission Recommendation on enhancing the democratic and efficient conduct of the elections to the European Parliament; notes that whilst European political parties are free to support candidates for Commission President, this does not limit the European Council’s selection of a candidate; agrees with the Government that the suggestion for a common voting day across the EU is unhelpful and would achieve the opposite of the stated intention of increasing voter turnout; and further notes that there is currently no indication that these documents are going to be followed up by formal legislative proposals.

(2) Standing Order No. 14 (Arrangement of public business) be amended in line 50, at the end, by adding the words ‘Provided that the figure of thirty-five days shall be increased by one day for each week the House shall sit in a session in excess of a year’;
(3) the following new Standing Order be made:
‘Allocation of time to backbench business
(1) Where proceedings to be taken as backbench business have been determined by the Backbench Business Committee in accordance with paragraph (8) of Standing Order No. 14 (Arrangement of public business), a motion may be made on behalf of that Committee at the commencement of those proceedings by the chair or another member of the committee allocating time to the proceedings; and the question on any such motion shall be put forthwith.
(2) A motion under paragraph (1)–
(a) shall be in the terms of a resolution of the Backbench Business Committee reported to the House in accordance with paragraph (9) of Standing Order No. 152J (Backbench Business Committee);
(b) may not provide for any proceedings to be taken after the expiration of the time for opposed business other than the decisions on any questions necessary to dispose of the backbench business, such questions to include the questions on any amendment selected by the Speaker which may then be moved.
(c) may provide that Standing Order No. 41A (Deferred divisions) shall not apply to the backbench business.’
(4) Standing Order No. 152J (Backbench Business Committee) be amended in line 42, at the end, by adding the words:
‘(9) The Committee shall report to the House any resolution which it makes about the allocation of time to proceedings to be taken as backbench business on a day allotted under paragraph (4) of Standing Order No. 14 (Arrangement of public business), provided that such a resolution is agreed without a division.’

(2) Standing Order No. 22A be amended accordingly as follows:
(a) in the title, leave out ‘by Ministers’;
(b) in line 2, after ‘House,’, add ‘or other Member of the House to whom written questions may be addressed’;
(c) in line 2, leave out ‘his’ and insert ‘an’;
(d) in line 2, leave out ‘ministerial’.
