1. IDENTIFICATION OF CATTLE AND LABELLING OF BEEF

That the Committee takes note of European Union Documents No. 13701/11, a draft Directive amending Council Directive 64/432/EEC as regards computer databases which are part of the surveillance networks in Member States, and No. 8784/12, relating to an amended draft Regulation amending Regulation (EC) No. 1760/2000 as regards electronic identification of bovine animals and deleting the provision of voluntary beef labelling; and supports the Government’s view that the deletion of the voluntary beef labelling provisions is a sensible reduction in regulatory burdens, but that the Commission’s proposal needs to include a seven year transition period for the introduction of electronic identification as an official means of identification for cattle in order to minimise cost increases and bring in the necessary changes smoothly without risk to current traceability.

2. ADJUSTMENT OF DIRECT FARM PAYMENTS FOR 2013

1. FINANCIAL MANAGEMENT AND AUDIT

That the Committee takes note of European Union Document No. 12810/12 and Addenda 1 to 4, a Commission Report on Protection of the European Union’s financial interests: Fight against fraud-Annual Report 2011, Unnumbered European Document dated 12 November 2012, European Court of Auditors’ Annual Report concerning the financial year 2011, and Unnumbered European Document 12 November 2012, European Court of Auditors’ Annual Report on the activities Funded by the Eighth, Ninth and Tenth European Development Funds (EDFs) in the financial year 2011; believes that it is unacceptable that the EU budget has been given a qualified audit by the EU oversight body, the Court of Auditors, every year for the past eighteen year; agrees with the Government that when domestic governments are facing severe fiscal constraints and making tough decisions on national spending, efficient spending of EU money in a targeted way is more vital than ever; supports the Government’s decision to oppose granting discharge to the EU budget for the second time; encourages the Government to continue to work with other like-minded Member States to put pressure on the Commission and other Member States to take their responsibility for managing EU funds more seriously and to push for clear steps to be taken towards much needed improvements to the quality of EU financial management; and supports the Government’s approach of ensuring, where possible, that the EU implements the recommendations relating to EDFs advocated by the European Court of Auditors.

2. 2012 SALARY ADJUSTMENT FOR EU STAFF

That the Committee takes note of European Union Documents No. 17322/12 and Addenda 1 to 2, a draft Regulation adjusting with effect from 1 July 2012 the remuneration and pensions of the officials and other servants of the European Union and the correction coefficients applied thereto, and No. 17360/12 and Addendum, a draft Regulation adjusting from 1 July 2012, the rate of contribution to the pension scheme of officials and other servants of the European Union, together with European Union Documents No. 11964/12, Opinion No. 5/2012 of the European Court of Auditors on the draft Regulation amending the Staff Regulations of Officials and the Conditions of Employment of Other Servants of the European Union, No. 13327/12, Commission Report on the Exception Clause (Article 10 of Annex XI of the Staff regulations), and No. 13270/12, Special Report No. 10/2012 of the European Court of Auditors: The effectiveness of staff development in the European Commission; questions the European Commission’s conclusion that recent and challenging economic conditions do no warrant the application of the Exception Clause; regrets that the Commission has not modified the salary adjustment method this year; stresses that consequent increases in EU staff pay, proposed by the Commission, are completely unacceptable; welcomes the findings and recommendation of the two reports from the European Court of Auditors; encourages the Commission to act upon these reports; rejects the Commission’s proposals on salary and pension adjustments and pension contribution rates; and emphasises the continuing need for genuine reform both to the Salary Adjustment Method and to the Staff regulations in general in the context of the UK’s overarching goal to achieve real budgetary restraint in the EU institutions.
