As you may be aware, the Electrical Safety Council (ESC) has taken a strong interest in the Communities and Local Government Select Committee’s inquiry into Private Rented Sector (PRS). We submitted written evidence and were pleased to see such a huge range of responses from other organisations interested in the sector.

Of particular interest to us were the responses recommending that all PRS landlords provide tenants with certificates proving that installations and appliances in their properties are in good working order. Much the same as the existing requirement for gas safety certificates, we believe that a mandatory requirement over the provision of such information should be considered as a low-impact means of addressing tenant safety without over-burdening landlords.

We welcome the support for this measure made in submissions by the National Private Tenants’ Association (NPTA) and Association of Residential Letting Agents (ARLA). We also noticed an individual landlord noted in their response that “all good landlords will have electrical work checked and made safe as a matter of course”, and argued that it was reasonable to expect both gas and electrical testing.
