1  Introduction


1. The draft Legislative Reform (Overseas Registration of Births and Deaths) Order 2014 (the 'draft Order') and Explanatory Memorandum were laid before Parliament on 5 December 2013 by the Foreign and Commonwealth Office (the 'FCO'). On 10 January 2014, the FCO supplied written evidence on the draft Order, in response to questions from the Committee.[1]

2. The purpose of the draft Order is to enable the FCO to centralise the optional service for registering overseas births and deaths of British Nationals. The FCO plans to develop a centralised system run by FCO staff, with an online application procedure and credit card payment facility. The FCO considers that this would be more efficient and convenient than the current system under which registrations are recorded on paper and administered by in-country staff in 130 different countries, and by FCO staff in London for a further 25 countries.[2]

  1. The Minister has recommended that the draft Order be subject to the affirmative resolution procedure. We have examined the draft Order in accordance with Standing Order No. 141(3) and recommend under 141(4) that the draft Order should be proceeded with.
