Annex 1: No-cost extension of EUSR for Horn of
Africa until 31 October 2013
EUSR for the Horn of Africa, Mr Alexander Rondos,
was appointed as of 1 January 2012 (Council Decision 2011/819/CFSP).
His mandate was further extended until 30 June 2013 (2012/329/CFSP)
with a budget of EUR 4 900 000. More than half of the budget was
planned to cover the capital expenditure for the establishment
of presence at an identified plot in the secure zone of the Mogadishu
International Airport.
However, the situation changed and the initial plan
for the capital investment was dropped. Currently the EUSR has
a lease agreement with the UN for an accommodation and office
space at the originally designated plot. Consequently, there has
been substantial savings and it is suggested to have a no-cost
extension for the mandate for 4 extra months. As of 1 November
2013 it is planned for the EUSR Horn of Africa to take over some
mandate activities from the EUSR Sudan and South Sudan. In this
respect a new mandate and budget proposal will be discussed in
fall.
By the end of May 26.5% of the total budget has been
spent. The following table presents the current budget and the
