UKTI DSO Priority Markets

I wrote to you in February 2012 in response to your letter of 21 November 2011 requesting that the UK Trade & Investment Defence & Security Organisation (UKTI DSO) list of priority markets be made available to the Committee on Arms Export Controls. UKTI DSO has completed a review of priority markets for 2013, consulting Ministers from relevant Whitehall departments. The review concluded that the list should remain unchanged as shown below.

Kingdom of Saudi Arabia

Kuwait

Libya

Malaysia

Qatar

Oman

South Korea

Thailand

Turkey

UAE

USA

Two countries, Libya and Saudi Arabia, are FCO Human Rights Countries of Concern. The Government is however confident that the UK’s Export Licensing process is robust enough to address Human Rights and Democracy concerns arising from individual product sales to those countries. All export licences are considered case-by-case against the Consolidated Criteria in light of circumstances at the time the application is made, and depending on the end use of the goods. The Government provided further details concerning both countries in the “Priority markets for UK” section of our consolidated response to the CAEC Annual report for 2012 and this information remains valid.
