Draft Report (Support for housing
costs in the reformed welfare system), proposed by
the Chair, brought up and read.
That the draft Report be read a second time, paragraph by paragraph.
Paragraphs 1 to 63 read and agreed to.

"We received substantial evidence
of hardship caused to households, and additional costs incurred
by landlords and local authorities as a result of the Social Sector
Size Criteria (SSSC). Spending on Discretionary Housing Payments
looks set to continue for years and reduces potential savings.
There was little evidence that the policy is effective in addressing
overcrowding, not least due to the geographical imbalance of supply
and demand. Accordingly we recommend that the SSSC be scrapped."
